What is the Federal Empowerment Zone Employment Credit (FEZ)?
FEZ is a federal designation effective through the end of 2011 for distressed areas of the City to stimulate economic development and create jobs for people with barriers to employment and give them the opportunity to obtain permanent, full-time employment. California’s designated Empowerment Zones include communities in Santa Ana, Los Angeles, and Fresno.

What types of businesses are eligible?
On December 17, 2010, the President signed the Tax Relief, Unemployment Insurance Reauthorization, and Job Creation Act of 2010 (Public Law 111-312). Sections 753 and 754 of this law extend the designation of federally-designated Empowerment Zones, retroactively, from December 31, 2009, through December 31, 2013.  Businesses of all types and sizes located within the FEZ that hires or currently employs FEZ residents can qualify for an annual federal wage credit up to 20% of the annual wages paid to each qualified employee or new hire, up to a maximum of $3,000 per employee.

Part-time or full-time employees must live and work within the FEZ boundaries.
